The Chinsali Municipal Council, on behalf of the Constituency Development Fund (CDF) Committee, has officially announced the call for applications for the 2026 Youth, Women, and Community Empowerment Grants.

This initiative is being rolled out pursuant to Article 162 of the Constitution of Zambia (Amendment) Act No. 41 of 2016 and operationalized through the CDF Act No. 1 of 2024. The grants are aimed at supporting cooperatives, clubs, associations, and organized groups to implement community-based projects that foster employment and socio-economic development within the constituency.

To be eligible, applicant groups must meet several criteria. Each group must consist of at least ten members and have an active and valid bank account or mobile wallet registered under the group’s name. Projects proposed must be conducted within the Chinsali Constituency and demonstrate potential for employment creation. Additionally, all applicants must have resided in the constituency for at least six months. Qualified groups may receive a one-off grant of up to K40,000.

Importantly, 50% of the available funds will be allocated to activities that build community resilience to climate change. These activities may include the provision of water for production, small-scale irrigation systems, agricultural inputs such as seed and fertilizer, and capacity-building initiatives aimed at increasing productivity within households and organized groups. Other climate resilience interventions may also be considered, subject to approval by the Ministry through established structures.

Application forms are available free of charge and can be collected from Ward Development Committee (WDC) representatives in each ward, the District Commissioner’s Office, the National Assembly Office, and the Chinsali Municipal Council Civic Centre. All forms must be completed clearly and legibly, adhering strictly to the specified requirements.

Completed applications should be submitted to the Department of Development Planning through the appropriate WDC representatives. For additional details or support, interested groups are encouraged to visit the Development Planning Department at Chinsali Municipal Council.

Women and persons with disabilities are especially encouraged to apply, as the initiative seeks to foster inclusivity and equitable access to empowerment opportunities across all segments of the community.
