The UN Women seeks a CSO to undertake policy advocacy and provide technical assistance for introducing and implementing gender-sensitive frameworks and services to address technology-facilitated violence against women (TF VAW) in the Western Balkans.

The selected CSO will revise existing frameworks, introduce new provisions, raise awareness among stakeholders, and ensure alignment with global and regional recommendations. This includes working closely with government actors and other stakeholders to develop effective strategies.

General overview of services required/results
  • The Programme will strengthen the application of existing legal provisions related to stalking and threats, making them directly applicable to cases of TF VAW. It will also address the inconsistent and often ineffective enforcement observed in offline violence cases. By focusing on these areas, the Programme aims to create a more effective and responsive legal environment that can better protect women and girls from technology-facilitated violence.
  • Following a call for proposals, UN Women will provide financial support (PA) to a CSO to, inter alia: undertake policy advocacy and provide technical assistance for the introduction and implementation of specific gender-sensitive normative frameworks and services in the area of VAWG across the region. More precisely, the selected CSO/NGO will be responsible for advocating and providing technical assistance to address TF VAW. This includes revising existing normative frameworks, introducing new provisions, raising awareness among national stakeholders, and ensuring alignment with global and regional recommendations. The CSO will work closely with UN Women, government actors across all 6 Western Balkan IPA beneficiaries, and other stakeholders to develop and implement effective strategies for preventing and combating TF VAW.
  • UN Women will support the selected CSO in establishing partnerships with the governments across the Western Balkans to enable adequate buy-in and commitment to the process. Additionally, UN Women will hire the services of an international consultant to provide support on normative frameworks, who will assist the selected CSO. Moreover, UN Women will support the CSO in preparing and submitting quarterly and final reports and will provide feedback to the CSO during and after each activity to ensure continuous improvement and meaningful impact.
  • Proposals are encouraged to include partnerships with other women CSOs, public institutions, and the private sector. While one CSO will hold the contract, collaboration with other CSOs across the Western Balkans is highly encouraged to foster cross-border cooperation and regional impact. Partnerships may also involve community-based organizations, academic institutions, or other relevant actors. Proponents should clearly define the purpose and nature of each planned partnership.
Description of required services/results
  • With a view to contributing to the strengthening of the capacities of key stakeholders in the referral system, including government, policymakers, law enforcement officials, the judiciary, the health sector, and civil society organizations, to provide quality, coordinated offline and digital services for survivors of violence including online and technology-facilitated violence, the selected responsible party/partner is expected to deliver the following services:
  • Policy Analysis and Advocacy: Review existing normative frameworks to identify gaps and propose revisions or new provisions addressing technology-facilitated violence against women (TF VAW), engage with national stakeholders to advocate for gender-sensitive legal changes, organize advocacy and lobbying efforts to gain support from policymakers and legislators, develop proposals for new or revised normative frameworks, and raise awareness among stakeholders about global and regional processes related to TF VAW.
  • Capacity Building: Develop and deliver training programmes for government actors, law enforcement, and other stakeholders to build their capacity to address TF VAW, focusing on developing digital expertise and skills among stakeholders, facilitate knowledge-sharing sessions and peer learning opportunities, provide expert consultation and technical support for policy development, and strengthen networks and partnerships to support capacity building.
  • Awareness Raising: Implement regional public awareness campaigns about TF VAW and the importance of legal and policy measures, collaborate with media outlets to promote understanding of TF VAW, develop and disseminate educational materials and resources, and engage the public and specific target groups through various communication channels.
  • Coordination: Foster collaboration among government agencies and stakeholders for a unified approach to addressing TF VAW, align national efforts with international standards and recommendations, establish mechanisms for monitoring the implementation of revised and new frameworks, facilitate coordination meetings and joint initiatives, and promote policy coherence and integration across different sectors.
  • Monitoring and Evaluation: Conduct regular assessments to evaluate the impact of the revised and new frameworks on TF VAW, develop feedback mechanisms to gather input from stakeholders and beneficiaries, prepare and submit regular reports on progress and outcomes, analyze data and trends to inform future actions, and share lessons learned and best practices to improve effectiveness.
Funding Information
  • The budget range for this proposal should be Min. 120,000.00 USD – Max. 135,000.00 USD.
Duration
  • The project is expected to be carried out between October 2025 and May 2027 tentatively, with a minimum duration of 12 months and a maximum duration of 18 months.
Outcomes
  • The following outcomes are anticipated:
    • A detailed analysis of legal frameworks addressing technology-facilitated violence against women (TF VAW) conducted in all 6 Western Balkans IPA beneficiaries, identifying gaps and areas for improvement in existing normative frameworks, and developing proposed amendments and new provisions specifically addressing TF VAW, available for review and implementation
    • Successful advocacy and lobbying efforts resulting in support from policymakers and legislators for the proposed legal changes, commitment from at least 40 institutions and organizations to engage in law and policy development, and adoption of revised and new normative frameworks addressing technology-facilitated violence against women (TF VAW) by relevant legislative bodies.
    • At least 10 protocols to manage cases of violence, including online and technology-facilitated violence, through online and offline services developed in cooperation with service providers.
    • At least 60 participants (government actors, law enforcement, and other relevant stakeholders) across 6 Western Balkans IPA beneficiaries have increased capacities to prevent, respond to, and eliminate TF VAW.
    • Capacities of 30 institutions and organizations that engage in law and policy development increased as a result of the Action.
Competencies
  • Technical/functional competencies required
    • Demonstrated experience in gender equality and women's rights advocacy.
    • In-depth understanding of technology-facilitated violence against women and relevant normative frameworks.
    • Proven experience in developing and implementing gender-sensitive policies and legal frameworks.
    • Proven ability to provide technical support and capacity building to government actors and stakeholders.
    • Proven ability to advocate for policy changes and raise awareness among national stakeholders, including the successful execution of large-scale public awareness raising campaigns.
    • Proven experience in managing multi-country projects and coordinating activities with multiple stakeholders across Western Balkans.
  • Other competencies, which while not required, can be an asset for the performance of services
    • Established networks with relevant government actors, CSOs, and international organizations.
