The United Nations Development Programme is inviting proposals for a new initiative focused on reconciliation and reintegration.

The program is aimed at addressing the long-standing impacts of conflict in the BAY States—Borno, Adamawa, and Yobe—through community-driven approaches that promote healing, transitional justice, and economic empowerment.

The primary objective is to assist former armed non-state combatants and Boko Haram associates to reintegrate into their communities, while also supporting vulnerable civilians who have suffered from the violence. Through a locally grounded and inclusive approach, the program will offer psychosocial support, peacebuilding initiatives, civic education, and livelihood development. These efforts are expected to directly or indirectly benefit more than 50,000 individuals, with a specific emphasis on reaching at least 30 percent women.

The selected contractor will be expected to deliver a coordinated set of services. These include facilitating traditional reconciliation processes, providing income-generating support, creating or strengthening local savings groups, and supporting local government efforts to monitor and sustain reintegration outcomes. Coordination with the National Human Rights Commission and other community-based platforms will be essential to ensure contextual sensitivity and long-term impact.

UNDP’s approach emphasizes the importance of building on previous efforts and aligning with existing development programs to maximize efficiency and avoid duplication. The strategy is to strengthen community trust, enhance institutional capacities, and foster social cohesion in areas still healing from the trauma of conflict. Projects will be tailored to the local context and incorporate traditional justice practices that engage victims, survivors, and former associates in dialogue and mutual recognition.

The implementation timeframe is six months, beginning with a one-month inception phase followed by five months of full execution. Proposals must reflect a realistic and detailed plan for both implementation and monitoring, complete with a clear methodology, quality assurance mechanisms, and a detailed budget not exceeding $190,000 per state.

To qualify, contractors must be officially registered under Nigerian law and demonstrate strong organizational capacity, including a solid management structure, financial stability, and proven ability to finance and successfully complete similar projects. Preference will be given to those with experience working in the Northeast region, particularly within the target local government areas. A demonstrated commitment to sustainability is essential, as is the ability to incorporate locally sourced technologies and products into project implementation.

Interested organizations should also show how their approach will be gender-responsive and inclusive, emphasizing partnerships with ministries, UN agencies, and civil society groups to enhance sustainability and local ownership. This opportunity calls for entities ready to work closely with communities and government structures to rebuild trust and foster resilient, peaceful societies.
