Request for EOIs: Capacity Strengthening Trainings for WFP Partners in Syria

A new initiative is underway to strengthen the operational capabilities of organizations working alongside the World Food Programme in Syria.
Targeting key governorates across the country—including Aleppo, Al-Hasakah, Tartus, the Damascus countryside, Homs, and Deir ez-Zor—this program seeks to empower both in-person and virtual training delivery where circumstances require flexibility.
The initiative’s foundation lies in enhancing institutional strength and operational excellence among WFP’s partner entities. By acting as both a guide and a supporter, the program supports organizations in managing responsibilities effectively, with a special focus on accountability and sustainability in program delivery.
Envisioned outcomes include equipping staff and partners with practical skills across several thematic areas. They will walk away with proficiency in proposal development and stakeholder engagement, fortified understanding of financial policy, internal controls, and grant management, along with stronger audit preparedness and compliance knowledge—covering procurement, payroll, and proper asset management. Cross-cutting expertise in areas such as human resources, safeguarding, security protocols, and communications will round out the capacity-building experience.
This program represents more than technical training—it reflects a deeper commitment to institutional development that matches the pressing challenges of food security and humanitarian delivery in Syria. As the country continues to experience the destabilizing effects of conflict and displacement, investing in the strengths of partner organizations multiplies the impact and reach of essential assistance.
An indicative budget of 100,000 has been allocated for this comprehensive training initiative. By equipping local and national entities with sharpened tools, knowledge, and processes, WFP is reinforcing the backbone of its programming framework—from strategic planning to grassroots implementation. In doing so, the initiative promises to bolster community resilience through stronger systems, informed leadership, and improved programmatic accountability.
