The Initiatives led by refugees and other forcibly displaced individuals and their allies are invited to submit proposals to host sessions at R-Space, an independent, refugee-led convening running in parallel to the GRF Progress Review 2025 in Geneva this December (previously called the High-Level Officials Meeting, HLOM).

R-Space provides a dedicated platform for organizations led by refugees and other forcibly displaced individuals, alongside allies including civil society actors, states, academic institutions, and donors, to engage in critical discussions, share impacted communities centered solutions, and influence global conversations on achieving the objectives of the Global Compact on Refugees (GCR).

Objectives
  • Proposals should aim to:
    • Examine the impact of the global cut in humanitarian funding and the role of the initiatives led by refugees and other forcibly displaced individuals in the context of the current humanitarian reset, given the global rise of anti-refugee rhetoric.
    • Examine progress by meaningful refugee participation (MRP) in enhancing solutions, programming, and policy, and explore the mechanisms required to further strengthen MRP across stakeholders and address the remaining challenges.
    • Reflect on how efforts led by refugees and forcibly displaced individuals are engaging in thematic priorities of the Global Compact on Refugees (GCR).
    • Assess the pledge framework and the progress made toward fulfilling the multi-stakeholder pledges announced at the 2023 GRF.
Eligibility Criteria
  • Priority will be given to refugee-led initiatives made of organizations, networks, projects,
    or efforts that are founded, led, and primarily governed or managed by refugees or
    forcibly displaced persons. Proposals must be submitted by an RLI either independently or in partnership with other organizations.
  • Non-refugee-led organizations may apply, but only in partnership with the Refugee-Led
    Initiative(s). We especially welcome proposals from allies that demonstrate a strong
    commitment to refugee leadership, power-shifting, and equitable collaboration.
  • Eligible non-refugee-led partners may include:
    • Civil society organizations
    • National and international NGOs
    • Academic institutions and think tanks
    • Foundations and donors
    • Multi-stakeholder initiatives and partnerships
    • States
Selection Criteria
  • Proposals will be assessed by the R-Space Steering Committee based on:
    • Relevance to the themes and priorities of R-Space and the GRF Progress Review 2025.
    • Extent of refugee and forcibly displaced persons’ leadership and participation in the design and delivery of the session.
    • Clarity of objectives and content.
    • Feasibility, including the capacity to organize and deliver the event.
