Post-Earthquake Strengthening Program for Civil Society Organizations in Turkey

The Turkish Human Rights Foundation has announced a new support program to strengthen civil society organizations working in earthquake-affected regions of Turkey.

Recognizing that the political, social, and economic conditions necessary for a dignified life are being steadily eroded, the foundation emphasizes that the devastating effects of the earthquakes are still acutely felt. In provinces such as Adıyaman, Hatay, and Kahramanmaraş, damaged infrastructure, collapsed buildings, and interrupted human rights advocacy efforts remain critical challenges, compounded by the broader economic crisis and political decisions that limit recovery.

The purpose of this program is to ensure that civil society organizations engaged in human rights-based activities in the affected provinces can continue their work despite these difficulties. With a knowledge-based intervention approach, the initiative seeks to provide stability and resources to those defending rights and dignity in regions where recovery remains fragile.

A total of 300,000 euros has been allocated for this program. At least five civil society organizations will be supported, with each organization eligible to apply for a maximum of 60,000 euros. Applications requesting more than this amount will not be considered. While budgets must be prepared in euros, payments will be made in Turkish lira. Supported projects may last up to 18 months, with longer proposals deemed ineligible.

Applications can be submitted individually or jointly with up to three co-applicants. Each civil society organization can only participate in one application, whether as an applicant or a co-applicant. All organizations must be committed to a human rights-based approach and the principles of gender equality. This includes working in accordance with international human rights instruments, opposing discrimination in all forms, and upholding transparency, participation, and accountability. Any organization acting contrary to these principles will be excluded from consideration.

Eligibility requirements further specify that applicants must be non-profit entities such as associations, foundations, labor unions, or professional associations legally established and resident in Turkey. They must have been operating for at least one year, with formal establishment before September 1, 2024, and must demonstrate annual income of less than 500,000 euros in their 2024 financial statements. In addition, they must have clear policies and mechanisms in place to ensure financial transparency and accountability.

Through this program, TÿHV aims to preserve the critical role of civil society organizations in earthquake-affected areas. By providing targeted financial support, the initiative will enable these organizations to overcome immediate challenges, maintain their advocacy, and continue contributing to the protection of rights and the rebuilding of resilient, inclusive communities.
