The National Olympic Committee of Sri Lanka is pleased to inform you that Olympic Solidarity is offering a grant to support Member National Federations in identifying promising young athletes and assisting them in their training under the Olympic Solidarity Youth Athlete Development – Identification and Training program.

The programme's objectives are to assist National Olympic Committees (NOCs) with identifying promising young athletes and supporting them in their training as they prepare to qualify for the Youth Olympic Games and other youth competitions.

This program is for young athletes aged 23 or younger who have the potential to participate in national, continental, or international youth competitions and the Youth Olympic Games. It is also for athletes who practice sports on the program of the Summer or Winter Youth Olympic Games. Athletes who have been identified by an NOC or International Federation after showing promising results at international or continental youth competitions, as well as those identified by their NOCs for Universality Places at the Youth Olympic Games, are also eligible. Activities covered by the program include creating a national talent identification structure, developing existing long-term athlete development programs in collaboration with federations, and organizing national or international training camps. It also covers training youth athletes and developing their entourage members.

The program is open to all NOCs. A maximum annual grant of USD 25,000 per NOC is available for the 2025-2028 plan, and any funds not allocated for a specific year will be forfeited. A detailed proposal and budget must be submitted through RELAY at least two months before the activities begin. The program opened on January 1, 2025, and will close in November 2028. The expenses covered include the development of materials, training, accommodation, meals, transport, and per diems for athletes and coaches. The purchase of necessary sporting equipment and clothing may be considered on a case-by-case basis. A 75 percent advance payment is available upon project confirmation, with the remaining balance paid after the NOC submits and Olympic Solidarity approves the final technical and financial reports.

Final reports must be submitted no later than two months after the activities conclude. NOCs must aim for a gender-equal balance of female and male athletes and a female participation rate of at least 30 percent for coaches and administrators. All beneficiaries of the program must be made aware of topics like athlete well-being, safeguarding, anti-doping, and the prevention of competition manipulation.
