The Office for Victims of Crime is accepting grant applications to support the development, expansion and strengthening of victim service programs for all victims of crime throughout the United States and its territories.

Objectives
  • For each award category, the goal is to increase the quality and quantity of victim services.
    • Increase the availability of victim-centered services to crime victims. Allowable uses of funds under this grant program include:
      • Intake to determine eligibility for programs and services.
      • Case management, including assessment of client needs, development of individualized service plans, assessment of eligibility for other public or community-based programs, assistance in accessing publicly funded programs, safety planning, assisting with crime victim compensation claims when possible, information and referral, documentation of services provided, and routine follow-up to ensure that the victim’s needs are being addressed.
      • Shelter, housing, and sustenance, to include access to a variety of emergency and transitional shelters, group and independent living options, and food.
      • Medical care.
      • Dental care.
      • Mental health treatment, emergency mental health assessments, and individual and/or group counseling.
      • Substance use treatment.
      • Victim advocacy, information about crime victims’ rights and services to help clients exercise their rights as crime victims within the criminal justice process.
      • Literacy education, job training, and/or education and GED assistance.
      • Life skills training, including managing personal finances, self-care, parenting classes, and programs that help clients achieve self-sufficiency.
      • Employment assistance.
      • Transportation assistance.
      • Childcare to facilitate the victim’s participation in services.
      • 24-hour response, including evenings and weekends, to client emergencies and emergency calls from law enforcement. This may include hotline services, call forwarding systems, or rotating on-call cell phones, and a protocol for responding to victim emergencies and emergency referrals after hours.
      • Legal services; for example, assistance on family and civil matters related to the victimization, including, but not limited to, protection from abuse orders, representation in family court proceedings, and emancipation of minors.
      • Coordination of victim identification and victim services through a local task force or multidisciplinary team model.
      • Complex case review.
      • Other direct services for victims of crime.
Categories
  • Award recipients will increase the quality and quantity of victim services in the following categories:
    • Category 1: Services to Child and Youth Victims:
      • Awards under this category will be made to entities to serve child and youth victims of crime. Child and youth victims are persons who were age 17 or younger when the victimization took place.
    • Category 2: Services to Victims of Elder Abuse, Fraud, and Exploitation:
      • Awards under this category will be made to entities to serve victims of elder fraud, abuse, and exploitation. For purposes of this NOFO, victims of elder fraud, abuse, and exploitation are persons who were age 55 or older when the victimization took place.
    • Category 3: Services to Other Crime Victims:
      • Awards under this category will be made to entities to serve other victims of crimes (not child or elder victimization), excluding human trafficking.

  • Anticipated Period of Performance Duration: 36 months.
Ineligible Activities
  • The activities listed below are out of the program scope and will not be funded.
    • Any program or activity that, directly or indirectly, violates (or promotes or facilitates the violation of) federal immigration law (including 8 U.S.C. § 1373) or impedes or hinders the enforcement of federal immigration law—including by failing to comply with 8 U.S.C. § 1373, give access to DHS agents, or honor DHS requests and provide requested notice to DHS agents;
    • Any program or activity that violates any applicable Federal civil rights or nondiscrimination law. This includes violations that (1) indirectly violate the law, including by promoting or facilitating violations, or (2) unlawfully favor individuals in any race or protected group, including on a majority or minority, or privileged or unprivileged, basis, within a given area, population, or sector.

Ineligibility Criteria
  • OVC funding may not be used for:
    • criminal defense services
    • prevention and education programs except those provided to victims of crime
    • cash payments to crime victims
