The Nordic Council of Ministers, through the Committee of Senior Officials for Labour (EK-A), hereby invites proposals for a Nordic-Baltic project aiming to enhance the knowledge base for monitoring and comparing developments in work-related crime in the region.

This call is initiated in collaboration with the Nordic-Baltic Network on work-related crime and forms part of the broader Nordic efforts to ensure fair competition and decent working conditions, as outlined in the Nordic Council of Ministers’ cooperation programme for labour (MR-A).

The Objective is to support political dialogue on securing decent working conditions and fair competition by strengthening the knowledge base across the Nordic-Baltic region. The project should particularly address key challenges such as undeclared work, a persistent issue across the region.

The selected project shall deliver a mapping of existing definitions, data sources, and description of indicators related to work-related crime in a Nordic-Baltic context, an analysis of opportunities to improve the comparability and quality of data across the countries, including the possibility to establish cross-national indicators that can be monitored and followed up, an overview of trends and national initiatives addressing work-related crime in the region, and recommendations for enhancing coordination, experience-sharing, data-sharing and strategic cooperation in the field.

The project has a total budget of up to DKK 1.1 million, financed through the 2025 budget of the Nordic Council of Ministers. The project is expected to start in the fourth quarter of 2025 and be completed within 12 months from the contract date.

Eligible applicants include research institutions, consultancy firms, academic institutions, or consortia with demonstrated expertise in labor market regulation, comparative policy analysis, and regional cooperation. Proposals will be evaluated based on the relevance and usefulness of results for authorities and practitioners, the expertise and experience of the project team, the feasibility of the work plan, and the added value in strengthening Nordic-Baltic cooperation.
