The United Nations High Commissioner for Refugees is inviting applications for the Integrated Protection Services for Rohingya Refugees program.

Rohingya refugees in the camps in Bangladesh are at risk of severe protection threats in their day to day lives, including violence, physical hazards, exploitation and abuse. The participatory assessment and other community consultations have highlighted a correlation between protection risks and the level and quality of access to basic services, in particular for women, adolescent girls, older persons, pregnant women, children, persons with disabilities, and other persons with specific needs and diversities.

Expected Results

    • Community-Based Protection (CBP)
      • Outcome: Community engagement strengthened and expanded
      • Outputs:
        • Community engagement in assessing needs, and in designing, implementing, monitoring and evaluating responses is strengthened
        • Access to information and community-based feedback and complaints mechanism strengthened
      • Detailed Activities: The protection activities will provide a comprehensive community-based protection program. Activities should link with other sectors such as shelter and settlement management, education, health, gender-based violence, and child protection in order to maximise the reach and efficiency of risk mitigation, empowerment and prevention activities.
    • Services Strengthened for People with Specific Needs (PSNs)
      • Output: Services strengthened for people with specific needs with and for whom UNHCR works
        • UNHCR will work to ensure persons with specific needs (PSNs) are prioritised across all sectors. Persons with specific needs face multiple protection risks like discrimination, stigma, and inadequate social services which limits inclusion of vulnerable groups and predisposes them to major protection risks in the community.
        • The programme aims to provide specific services tailored to their needs as well as working to build an inclusive environment for Rohingya refugees with specific needs. The PSNs include persons with disabilities, older persons and other persons facing increased protection risks as defined by UNHCR guidance on the Use of Standardised Specific Needs Codes and the Washington group questionnaire.
        • UNHCR and it partner(s) will provide support to persons with specific needs through case management, community-based rehabilitation services (CBR), individual sessions, psychosocial support activities, and community capacity building programs. The PSNs include persons with disabilities, older persons and other persons facing increased protection risks as defined by UNHCR guidance on the Use of Standardised Specific Needs Codes and the Washington group questionnaire.
    • Gender-Based Violence (GBV)
      • Outcome: Forcibly displaced people are safe from gender-based violence
      • Outputs:
        • Community mobilised for GBV prevention and risk mitigation
        • GBV response services are available and accessible
      • Detailed Activities:
        • Community mobilised for GBV prevention and risk mitigation
        • GBV response services are available and accessible
    • Child Protection
      • Outcome: Refugee children are safe and protected and able to fully enjoy their rights through quality child protection services and an enabling environment
      • Outputs:
        • Quality child protection services are provided to children with and for whom UNHCR works
        • Children, families and communities are empowered to protect children through enhanced engagement
      • Detailed Activities: Child protection partners will implement quality case management services for vulnerable refugee children at risk as well as a series of child protection activities across all 16 UNHCR-managed camps and on Bhasan Char. This includes structured psychosocial support for children, life skills training for adolescents, positive parenting sessions, recreational activities, awareness-raising initiatives, and strengthened community-based child protection mechanisms. A total of 49 Child Protection Multi-purpose Centers (39 in Cox’s Bazar and 10 in Bhasan Char) will be operated to provide safe spaces for children and caregivers, offering protection services and activities that promote well-being and resilience.
