UNHCR Bangladesh seeks Expressions of Interest (EOIs) from experienced organizations to deliver Information Management Services for Rohingya Refugees in Cox’s Bazar and Bhasan Char.

In 2024-5, UNHCR strengthened its Information Management and Assessment capacities and provided close support to its technical units in delivering technical assistance. UNHCR remains committed to establishing systems and processes that enable the collection of accurate and timely information to deliver evidence-based protection assistance to refugees.

In collaboration with implementing partners and various technical teams within UNHCR, the Information Management system and processes will be further strengthened in 2026, with a focus on ensuring reliable data is available for periodic analysis. An Information Management-supported, evidence-based approach will facilitate data collection, guide humanitarian programming, enhance internal monitoring, and strengthen external reporting—thereby increasing the overall agility and accountability of the response.

Additionally, targeted initiatives will be expanded in collaboration with partners, government authorities, and UN agencies to support individuals with specific needs, with particular attention to gender and disability inclusion across all aspects of the response.

Detailed Activities Description
  • The planned intervention and below activities aim to generate and provide quality data on the needs of Rohingya refugees, as well as establish baseline information to inform programme planning and support targeted interventions across sectors, including Site Management, WASH, Site Planning, General Distribution, CBI, Public Health, Protection, and other technical units.
  • Produce quality data for camp profiling in all camps in collaboration with other partner agencies to support management of camp response and inter-agency/sectoral coordination:
    • Collect data for the development of camp profiles, which will compare key sector indicators against minimum humanitarian standards, track population figures/sector trends over time, highlight duplication and identify gaps to be addressed.
    • Ensure that data for camp profiles are updated on a monthly basis by adopting camp monitoring tools to provide support to authorities and partners.
  • Design and conduct camp infrastructure mapping including producing periodic data in collaboration with different sectors and agencies:
    • Collect various infrastructure data, both spatial and non-spatial data, related to all facilities in camps and hosting areas to create and compare current base data and update it on quarterly basis.
    • Produce four data sets a year on the status of various types of infrastructure.
  • Conduct the Inter-sectoral needs assessment
    • Design and conduct up to two comprehensive, Inter-sectoral needs assessments in all camps in collaboration with different sectors and technical experts.
  • Review and produce settlement protection profiles in all camps in collaboration with other agencies and partners
    • Review and implement UNHCR’s current settlement profiling tool to be implemented in all camps on a monthly basis.
    • Produce six camp by camp protection profiles on a monthly/quarterly basis, as needed.
    • Produce five periodic protection monitoring reports and analyse the trends.
  • Conduct periodic risk analyses of natural hazards in camps and hosting areas
    • Conduct a natural risk analysis (flood, landslide, etc.) of camps and hosting areas with sophisticated technologies.
    • Produce maps and GIS data for further analysis for all camps and refugee hosting areas.
    • Conduct periodic reviews of risk types and update the analysis accordingly.
  • Create a pool of qualified enumerators to support UNHCR’s directly implemented activities related to information management, post distribution monitoring, vulnerability assessment and other technical assessments for up to 20 projects in a year.
    • Identify and select enumerators to collect various data in camps and host communities which may be related to Protection, Education, WASH, Health, Shelter/NFI, Energy, CBI and other technical areas.
    • Provide necessary training on data collection, data entry, data quality checking, processing, etc.
    • Provide selected enumerators for field data collection with an average of two weeks per project utilising 10-50 enumerators per project.
    • Provide an orientation on data collection and field coordination on various technical assessments and data collection projects related to technical units.
    • Provide logistical support for implementing data collection projects in camps and hosting areas.

    • Robust systems and processes are in place to collect, manage, and analyse data, enabling UNHCR and partners to make timely, evidence-based decisions and deliver more effective and coordinated responses

    • Systems are in place to enable the processing of data and information to support operation and partners
    • Comprehensive and up-to-date data products are produced through regular camp profiling, infrastructure mapping, protection monitoring, and needs assessments to support evidence-based planning and coordination.
    • Risk analyses and GIS outputs are developed for all camps and hosting areas to inform preparedness, mitigation strategies, and sectoral interventions.
    • A trained pool of enumerators is established and deployed to support quality data collection for up to 20 technical assessments annually across various sectors.
