Capacity Strengthening for the Effective Management of Nature Project (Lebanon)

The Capacity Strengthening for the Effective Management of Nature Project will strengthen MOE legal and institutional Nature Reserves framework, improve Nature Reserves management, monitoring and evaluation plans, assess the Nature Reserves vulnerability to climate change and disaster risks, set up a knowledge platform, carry out needed natural capital valuation and scientific research while formulating and implementing inclusive participatory and gender equality green and grey investments where communities living surrounding the official Nature Reserves boundaries will be targeted.
The project is funded by the Ministry of Foreign Affairs and International Cooperation of the Italian Republic through the Italian Agency for Development Cooperation (AICS) and is implemented by the United Nations Development Programme (UNDP) in coordination with the Ministry of Environment of Lebanon.
Objective
- Nature reserves in Lebanon play a vital role in protecting biodiversity and providing essential ecosystem services. However, efficiently managing these reserves is key to meet their conservation objectives.
- To address this challenge, the project is aiming to carry out a comprehensive management capacity needs assessment of the nature reserves committees. Based on its findings, a customized capacity development plan will be designed and implemented to improve the management capabilities and ensure a comprehensive, sustainable and efficient management of Lebanon Nature Reserves.
Scope of Work
- The Consultancy firm will work under the general guidance and supervision of the UNDP Project Manager and in coordination with the project staff and any consultants working with the project to deliver the expected outputs aligned with the present consultancy framework.
- The targeted nature reserves for this assignment are the current fifteen (15) nature reserves with APAC (Appointed Protected Areas Committee), namely, Horsh Ehden, Palm Islands, Al Shouf Cedars, Tyre Coast, Bentael, Tannourine Cedar Forest, Machaa Chnaniir, Jaj Cedars, Abbasiyeh Coast, Mount Hermon, Yammouni, Kafra, Ramya, Beit Leef and Wadi Al Houjeir.
Eligibility Criteria
- Minimum Eligibility and Qualification Criteria
- Proposer is a legally registered entitity
- Proposer belongs to a diverse supplier group, including micro, small or medium sized enterprise, women or youth owned business or other.
- Vendor is not suspended, nor otherwise identified as ineligible by any UN Organization, the World Bank Group or any other International Organisation.
- The Proposer has not declared bankruptcy, in not involved in bankruptcy or receivership proceedings, and there is no judgment or pending legal action against the vendor that could impair its operations in the foreseeable future.
- Qualification Criteria
- History of non-performing contracts: Non-performance of a contract did not occur as a result of contractor default within the last 3 years.
- Litigation History: No consistent history of court/arbitral award decisions against the Proposer for the last 3 years.
- Previous Experience:
- Legally registered organization or consortium (consultancy firm).
