The Ukraine2EU – EU Integration Support Programme for Ukraine is inviting Ukrainian civil society organisations (CSOs) to contribute to Ukraine’s progressive alignment with the EU acquis and support the country's broader EU membership objectives.

Sectors or Themes
  • Projects across various thematic areas and sectors are eligible, including advocacy, impact assessment, public consultation and communication, policy analysis, drafting of legislative inputs, and activities facilitating negotiation processes.
  • Priority will be given to applications from CSOs proposing to engage in areas such as agriculture, industry, energy, free movement of labour, and environment, and, more broadly, the following four Clusters of EU integration:
    • Cluster 2: Internal market,
    • Cluster 3: Competitiveness & inclusive growth,
    • Cluster 4: Green agenda & sustainable connectivity, and
    • Cluster 5: Resources, agriculture & cohesion.
Funding Information
  • Size of grants
    • Any grant requested under this call for proposals must not exceed EUR 200.000.
    • The optimal grant requested under this call for proposals is EUR 125.000.
  • Projects implementation duration
    • The initial planned duration of an action may not exceed 18 months.
Types of Action
  • Impact assessments related to directives which are cost-heavy and in other ways challenging for private and/or public sector. Priority may be given to impact assessments that address cross-sectoral issues, such as those linking climate change and energy or green transition and agriculture, as well as to impact assessments focused on specific industries or conducted from a private sector perspective. This can, as appropriate, include consultations and engagement with relevant citizen groups, business associations and similar.
  • Work and engagement with relevant state institutions through structures such as (but not limited to) negotiation working groups, which deal with accession issues, that are deemed particularly important by the relevant Government or Rada entity.
  • Assistance to the Government of Ukraine and/or Verkhovna Rada with the legislative alignment and reform process linked to Ukraine’s EU accession obligations and reform commitments, including through identifying and addressing needs in cooperation with the relevant Governmental and Parliamentary bodies.
  • Pioneering of new and smart ways to combine the need for speed with the need for quality in the EU accession process.
Location
  • Actions must take place in Ukraine.
Eligible Applicants
  • To be eligible for a grant, the lead applicant must:
    • be a legal person,
    • be non-profit-making,
    • be a non-governmental organisation, as defined by the Law of Ukraine ‘On Public Associations’ No. 4572-VI of 22 March 2012,
    • be effectively established in Ukraine,
    • be directly responsible for the preparation and management of the action with the co-applicant(s), not act as an intermediary, not be in any of the exclusion situations listed in Annex E of the guidelines, and have an annual turnover above €200.000 and at least double the grant size (applicable only for the lead applicant).
  • The lead applicant may act individually or with co-applicant(s).
