The "ADAPT Cereals" Program is intended to support the Tunisian cereal sector to improve Tunisia's food security and sovereignty and to promote the potential for sustainable, inclusive and resilient production of cereal systems.

This 5-year action (2022-2027), which is implemented by the Italian Agency for Development Cooperation (AICS) in partnership with the World Food Programme (WFP), contributes to the development of Tunisia with an innovative, equitable and environmentally friendly approach, reconciling security, food self-sufficiency and management of natural resources.

Objectives
  • General objective: The objective of this call for proposals is to support cereal production in Tunisia.
  • Specific objective: The priority of this call for proposals is to contribute to the production costs of producers of consumer cereals and cereal seed multipliers in Tunisia during the 2025/2026 agricultural campaign.
Components
  • ADAPT cereals is based on three components:
    • A support fund which aims to contribute to the production costs of cereal producers and multipliers who have obtained payment facilities from one of the collectors or seed producers appointed by the Cereals Office (OC). The Fund consists of a financial contribution to the acquisition of eligible inputs and services/materials established by ADAPT.
    • Support for the agroecological transition of farms that have benefited from the Support Fund, which will be provided by the National Institute of Large-Scale Crops (INGC) and is based on elements such as:
      • Encouragement of the use of quality, adapted and locally produced seeds;
      • Reasonable use of fertilizers;
      • Non-chemical phytosanitary products;
      • Adapted cultural practices (crop rotation, mixed crop-livestock system;
    • A model of sustainable cereal consumption and production promoted by the World Food Programme (WFP) through support for the national school feeding programme.
Funding Information
  • Indicative envelope per batch:
    • Lot 1- Collectors:
      • The indicative amount of the lot is 6,000,000.00 EUR (approximately 20,361,600.000 TND).
      • Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
        • Minimum amount: 50,000.00 EUR (approximately 169,680.000 TND).
        • Maximum amount: 1,500,000.00 EUR (approximately 5,090,400.000 TND).
    • Lot 2- Seed companies:
      • The indicative amount of the lot is EUR 2,000,000.00 (approximately TND 6,787,200.000).
      • Any grant requested under this call for proposals must not exceed the following maximum amount:
      • Maximum amount: 1,000,000.00 EUR (approximately 3,393,600.000 TND).
    • The initial expected duration of an action under this call may not exceed 18 months from the date of signing the contract or, at the earliest, from the submission of the application.
Eligible Costs
  • Lot 1 collectors:
    • A contribution of EUR 188.0011 (approximately TND 638,000) per hectare accessible through at least one payment facility obtained from a collector appointed by the OC for the purchase of inputs among those listed above:
      • Selected durum wheat, soft wheat, barley, oat and triticale seeds;
      • Seeds of food and fodder legumes (fenugreek, alfalfa, chickpeas, sulla, vetch, berseem, broad bean, field bean, pea, lentil, etc.) and oilseeds (rapeseed, sunflower, etc.) controlled by seed growers or collectors and valid for sowing;
      • Chemical fertilizers - Super 45 (phosphate), Diammonium Phosphate - DAP, Ammonium Nitrate, Potassium sulfate and/or Ammonium sulfate, etc.;
      • Biostimulants, biofertilizers, organic phytosanitary products, foliar fertilizers of organic origin.
Ineligible Costs
  • The following costs are considered ineligible:
    • Costs declared by the beneficiary and covered under another action or work programme resulting in a grant awarded by the European Union (including through the European Development Fund) or another donor;
    • Exchange losses;
    • Costs reimbursed partially or totally by the state.
Eligibility Criteria
  • Applicant:
    • Lot 1-Collectors:
      • Be established in Tunisia;
      • Be directly responsible for the preparation and management of the action and not act as an intermediary;
      • Be a grain collector mandated by the Grain Office for at least two years including the 2024/2025 campaign (private company, cooperative, natural person);
      • Be in compliance with the tax administration and the CNSS;
      • Practice the sale of at least two categories of inputs from the following:
        • Selected cereal seeds (durum wheat, soft wheat, barley, oats and triticale);
        • Legume seeds (food and fodder) and oilseeds controlled by seed growers or collectors and suitable for sowing; - Chemical fertilizers - Super 45 (phosphate),
        • Diammonium Phosphate - DAP, Ammonitrate, Potassium sulfate and/or ammonium sulfate, etc.
        • Biostimulants, biofertilizers, organic phytosanitary products, foliar fertilizers of biological origin;
        • Practice the sale of the above-mentioned inputs through payment facilities;
    • Lot 2 - Seed producers:
      • Be established in Tunisia;
      • Be directly responsible for the preparation and management of the action and not act as an intermediary:
        • Be a seed producer mandated by the Cereals Office for at least two years including the 2024/2025 campaign (private company, cooperative, natural person);
        • Be in compliance with the tax administration and the CNSS;
        • Practice the sale of at least one of the following categories of inputs:
        • Selected basic and pre-basic cereal seeds (durum wheat, soft wheat, barley, oats and triticale);
        • Legume seeds (food and fodder) and oilseeds certified and/or controlled by seed companies;
        • Practice the sale of the above-mentioned inputs through payment facilities.
