The United Nations Development Programme is accepting applications for Ngo/CSO Recruitment to Support the Implementation of the Project.

Supporting national leadership in sustainable solutions and promoting local integration, voluntary return and social cohesion in the Central African Republic” financed by the Internal Displacement Solutions Fund (IDSF)”.

Objectives
  • The objectives of the project funded by IDSF are to:
    • Strengthen national leadership and coordination of sustainable solutions at central and decentralized levels;
    • Promote sustainable local integration of IDPs through access to housing, land and property rights, basic social services and livelihoods in Bria;
    • Promote social cohesion and peace between displaced persons and host communities.
    • To strengthen the socio-economic resilience of internally displaced persons (IDPs) and host communities in the Bria region, through the promotion of sustainable income-generating activities (IGAs), while strengthening social cohesion and peaceful coexistence between mixed communities
    • To strengthen the technical and professional skills of beneficiary groups to support their economic autonomy and the implementation of sustainable income-generating activities.
    • To strengthen the capacities of beneficiary groups in agricultural and livestock production, in connection with locally identified opportunities, in order to support food security, sustainable incomes and social cohesion.
Funding Information
  • The overall budget made available under this call for proposal is 134,400,000 CFA francs or 234,970 USD.
  • The project implementation period is 5 months from the date of signing the contract.
Eligibility Criteria
  • NGOs pre-selected on the basis of the following criteria are authorized to conclude a “Responsible Party Agreement” contract:
    • Administrative criteria
    • Legal status
      • NGO with legal existence in the form of a non- profit association and Central African law or recognized by the government attested by official operating documents and recognition at the provincial/national level. (Official approval or declaration receipt);
      • Born not to appear on their list of the organizations related At terrorism, At whitening of money Or any other fact deemed incompatible with the values of the United Nations (Failure to comply with this criterion automatically results in disqualification);
    • Previous experience
      • At least 3 years of experience in development activities such as vocational training, agricultural and livestock development, durable solutions to internal displacement, social cohesion and local development.
      • NGOs with satisfactory performance of at least two (2) previous contracts for similar activities of at least US$ 200,000 (per contract/agreement) carried out with bilateral or multilateral organizations within the last 4 years; Among these two contracts, at least one must concern the implementation of projects linked to vocational training or agricultural and livestock development AGRs and socio-economic recovery
    • Financial capacity
      • An average annual budget of at least $500,000 USD per year over the past two years (2022 and 2023);
      • Have undergone at least one financial audit in the last three years by recognized and independent audit firms. Candidates considered "low or moderate risk" by UNDP HACT procedures would be an asset.
    • General abilities
      • NGO with an office or presence in the intervention zone (Bria) with management staff having the qualifications in accordance with the mission and having perfect knowledge of the geography and key issues of the environment;
      • Experience as an implementing partner with United Nations agencies and/or international organizations;
      • Have practical knowledge of planning and programming project activities;
      • Strong capacity in financial and logistical management of development projects;
      • Ability to start activities quickly in complex contexts.
