The Global Health Advocacy Incubator (GHAI) has successfully established a Budget Advocacy Accelerator to strengthen the capacity of civil society organizations to advocate for greater investment in public health in low- and middle- income countries. The accelerator is a comprehensive 12-month program involving hands-on learning and peer exchange on issues related to national/subnational health budgets and Public Financial Management (PFM), as well as intensive technical assistance on issues related to noncommunicable diseases (NCDs), injury prevention and health security.

CSOs engaged in advocacy to strengthen policies and budgets for the prevention of non-communicable diseases including, but not limited to, tobacco control, food and nutrition systems, chronic respiratory diseases, cancer, mental health, cardiovascular diseases, and injury prevention (particularly drowning and road safety)—as well as those working on health security, such as epidemic preparedness and response, are encouraged to apply.

Eligibility Criteria

• The selected CSOs will have a well-developed understanding of the political advocacy landscape in their country. The CSOs will have some experience in advocacy at the national level, especially as it relates to mobilizing domestic resources for health-related issues. Organizations with strong interest/experience in health systems strengthening are strongly encouraged to apply. The Accelerator is only open to organizations based in a low- or middle-income countries in Africa or Asia. Other criteria for selection include:Proof of Legal Existence
• Organizational strategic plan
• Ability to receive foreign funding, and documentation where applicable
• Ability to speak and write in English to participate in sessions and complete assignments
• Access to high-speed internet
• Up-to-date membership of a health sector NGO coalition
• Two dedicated representatives from each organization who can engage fully in all webinars/in-person sessions with written support from organization leadership. Preference for mid- to senior- level staff who have been with the organization for at least two years.
• Must not currently receive funding from CTFK/GHAI to work on budget advocacy since they are already receiving the capacity building offered through this Accelerator. Organizations receiving CTFK/GHAI grants for non-budget advocacy activities are eligible to apply.
