The United Nations International Children's Emergency Fund invites interested national or international non-governmental organisations (NGOs) or civil society organisations (CSOs) in Afghanistan to submit proposals for projects to empower adolescents and youth, particularly girls and young women, by providing them with opportunities to improve employability and gain livelihood skills in specific areas.

This Call for Expression of Interest (CFEI) is intended to identify national and international implementing partners with technical and operational interest and capacity to implement skills and livelihoods activities for adolescents and youth in line with six priority areas and grounded in UNICEF’s global Generation Unlimited (GenU) thematic focus and the Life Skills and Citizenship Education (LSCE) framework, which UNICEF initially developed for the Middle East and North Africa (MENA) region to improve learning and to better invest such learning in individual, social and economic development.

  • Budget not to exceed 24,448,200 AFN (USD 350,000), targeting 3,000 beneficiary’s maximum.
Expected Outputs
  • Adolescents and youth, particularly young women and girls, master relevant skills for personal empowerment and economic inclusion in prioritized skill area(s)
    • Percentage of adolescent and youth (disaggregated by gender, age, and disability) with skills for employability as a result of participation in the programme (defined per skill pathway)
    • Percentage of adolescents and youth (disaggregated by gender, age, and disability) who perceive improvements in socio-economic outcomes (i.e., financial independence, social equity, etc.) as a result of participation in the programme
  • Adolescents and youth achieve foundational, transferable, and job-specific skills for employability aligned with prioritized skills area needs.
    • Number of adolescents and youth (disaggregated by gender, age, and disability) who have completed skills development programmes for learning, personal empowerment, active citizenship and/or employability in prioritized skills area(s) (disaggregated by profession/employment pathway
    • Number of adolescents and youth (disaggregated by gender, age, and disability) who perceive improvements in socio-economic outcomes (i.e., financial independence, social equity, etc.) as a result of participation
