Call for Expression of Interest: Provision of Social Assistance in Eswatini

The United Nations High Commissioner for Refugees is inviting applications for Provision of Social Assistance to Forcibly Displaced Persons, namely refugees and asylum-seekers in Eswatini.
UNHCR’s mandate is to ensure international protection for refugees, asylum seekers, and stateless populations, also referred to as Forcibly Displaced Populations (FDPs). This mandate is carried out in close collaboration with governments that have the primary responsibility to offer international protection. To achieve this, UNHCR works through partners to support the government in implementing interventions aimed at delivering protection, assistance, and solutions.
This Call for Expression of Interest (CFEI) seeks to identify and select the most suitable partner (s) to implement the Social Assistance Project for refugees and asylum-seekers in Eswatini, on behalf of UNHCR South Africa Multi-Country Office (SAMCO).
Goals
- The project is aimed at enhancing protection and support of refugees and asylum-seekers in Eswatini through the provision of quality basic social assistance, livelihoods and durable solutions.

Expected Results
- FDPs benefit from GBV prevention, mitigation and response through national systems and UNHCR interventions.
- FDP children have increased protection from violence, abuse and exploitation through enhanced access to national systems and targeted UNHCR interventions.
- Protection services for FDPs is enhanced by continuous community engagement and robust social cohesion initiatives.
- All FDPs have access to primary, secondary, and tertiary education through national systems and targeted UNHCR interventions.
- FDPs have access to services which meet human basic needs through CBI, national structures or other interventions.
- By 2027 all forcibly displaced and stateless persons will be benefiting from increased national and development opportunities for self-reliance and livelihoods.
- Through UNHCR, government and partner interventions, GBV survivors and persons at-risk of GBV benefit from holistic interventions, including enhanced national responses, comprehensive case management, and awareness raising.
- All children at heightened risk receive child protection services, including comprehensive case management services.
- Social cohesion and community engagement activities are implemented by UNHCR, the government, and partners, including Refugee-Led Organizations, to promote peaceful cohabitation and ensure multi-channel reporting and feedback mechanisms are functional.
- Learners have access to primary, secondary, and tertiary education through advocacy to ensure better inclusion in national education systems as well as targeted UNHCR and multi-stakeholder interventions.
- FDPs are supported to access health services.
- Through UNHCR, partner and government-supported interventions, FDPs are supported to access WASH and shelter services.
- Refugees have information on the labour market, technical skills certification, and financial inclusion, as well as support with job placement and other livelihoods interventions to be self-reliant.
- Refugees have strengthened capacity and seized economic opportunities around agricultural activities to ensure the adequate protection of forcibly displaced and stateless persons, UNHCR requires partners to adhere to applicable sector standards outlined within UNHCR’s areas of specialization.
