The United Nations International Children's Emergency Fund is seeking expressions of interest from local NGOs for strengthening the parenting education program through ECD centers: Transforming Gender norms through edutainment and men engagement for positive parenting in Rwanda.

It aims to move the country’s citizens to a higher level of quality of life, with a focus on ensuring positive parenting education and family support at all levels from village to system level.

Priority Areas
  • Priority is given to organizations working in promoting gender-transformative approach and capacity in models and strategies development.
    • Gender equality and positive masculinity: Demonstrated expertise in promoting gender equality, positive masculinities and male engagement approaches.
    • Evidence based planning and reporting: Demonstrated experience in using evidence for program planning and implementation effectiveness.
    • Documentation skills: Skills in developing educational guides and tools for behavioral change purposes.
    • Digital interventions: Demonstrated expertise in using digital strategies including radio and other strategies to promote positive behavior change.
    • Edutainment: Expertise in converting education materials into edutainment tools and effective dissemination skills.
    • Community engagement: Experience working with the community and mobilizing communities through different community platforms.
    • Working with the government and system strengthening: Background working with government agencies especially MIGEPROF and NCDA and supporting system strengthening throughout their programs.
Pillars
  • In partnership with NCDA, this initiative proposes to roll out a parenting education model built around two core pillars:
    • Edutainment-driven learning using audio-visual materials, Itetero/Akure apps, and interactive clubs in ECD settings.
    • Gender transformation and men’s engagement in parenting, demonstrated through targeted ECD centers.
Expected Results
  • At least 50 ECD centers are equipped and engaged and use Itetero/Akure digital and AV materials/Tools.
  • At least 50 ECD-based listening clubs established for caregivers and parents and are functional.
  • Minimum 100 ECD Caregivers’ digital literacy capacity developed and using the Itetero/Akure app with ease.
  • Minimum 1,000 Parents capacity enhanced and able to use, navigate, access the app/radio & IVR content and apply knowledge.
  • Establish and promote gender transformative male engagement centers of excellence in selected - at least 25 ECDs as demonstration hubs for male-champions parenting model.
  • Parenting education sessions co-facilitated by at least 100 trained male champions and reaching at least 50,000 parents through different community engagement platforms.
  • At least 2 KAP assessments conducted (Baseline and Endline) as well as midline quick assessment to track progress in behavior change.
  • At least 12 stories of gender transformative change and 4 learning briefs/year documented and disseminated (Monthly champions).
  • Community feedback mechanisms (including digital) established.
  • Regular monitoring, reporting, and documentation of the project results are maintained.
  • Develop and disseminate advocacy package showcasing ‘demonstration hubs for male-champions parenting model’ and ‘edutainment’ nurturing government and partners capacity in (and outside) Rwanda.

Selection Criteria
  • UNICEF will review and assess EOI submitted by the NGO based on the following criteria:
    • Sector expertise and experience (40%): Proven experience of more than 3 years in mentoring support, planning, implementing family development programs focused on gender transformative male engagement especially in ECD and expertise in working with the frontline workers in community interventions as well as using digital tools for interventions.
    • Organizational capacity (30%): Demonstrated capacity to deliver national programs and in-house technical expertise.
    • Partner contribution (10%): Demonstration of contribution to the project, this can be staff time or in-kind contribution.
    • Experience with Government systems (10%): Proof of partnership with child, women, youth, gender and social & behaviour change focus.
    • Experience with UN/international partners (05%): Proof of partnerships with UN and/or international partners.
    • Should have an equity and gender-balanced leadership team (05%).
