The Ministry of Labour, Immigration, Training and Skills Development is inviting applications for the Skills Development Fund (SDF) Training Stream 2025–26 to support Ontario’s workforce with innovative, market-driven training and development initiatives.
The focus areas of the SDF Training Stream are: develop a resilient workforce by strengthening efforts to attract, train, and retain workers; encourage partnerships and drive innovation through collaborative training initiatives; support skilled trades and construction labour to increase the housing supply; provide a targeted response to U.S. tariffs affecting key industrial sectors; engage in researching/prototyping and developing innovative approaches to modernize skills development; ensure a sustainable and resilient workforce by enhancing employers’ capacity to adapt to the changing labour market; stimulate economic growth by unlocking the full potential of skilled trades and apprenticeship; and build and sustain partnerships to address shared sectoral workforce development needs in Ontario.
The program is designed to help employers and organizations create solutions that bridge skill gaps, strengthen economic competitiveness, and increase access to in-demand sectors. Eligible applicants include Ontario-based employers, non-profit organizations, apprenticeship training delivery agents, industry associations, trade unions, and municipalities. Colleges, universities, and school boards are not eligible as primary applicants but may participate as partners.
Projects must demonstrate alignment with one or more of the program’s objectives and focus areas while targeting specific sectors such as skilled trades, health care, manufacturing, and infrastructure. Applications must also address eligible participant groups, including unemployed individuals, apprentices, underemployed workers, and equity-deserving groups such as women, youth, Indigenous peoples, and racialized communities.
Eligible activities include workforce development projects, employer/organization-focused initiatives, and research or prototyping projects. Funding covers a wide range of expenses such as staffing, training, wraparound supports, equipment, and participant stipends, with projects expected to be delivered within a 12-month timeframe.
