The Research and Development Projects Funding Scheme provides a detailed roadmap for local nonprofit organizations in Hong Kong to apply for grant support.
These R&D projects are designed to foster meaningful contributions to environmental protection, nature conservation, policy research, and technological advancement. The scheme caters to three categories of projects—research studies, technology development and demonstration initiatives, and conferences that facilitate knowledge exchange and professional growth. Each project is expected to run up to 30 months, unless otherwise authorized by the fund’s committee.
Research projects under this scheme should go beyond theoretical exploration. Strong consideration is given to proposals that advance local environmental policy or academic knowledge while also laying the groundwork for future technology development. Technology development and demonstration projects should yield tangible benefits for Hong Kong’s environment, with outcomes that can be widely adopted across industries. These projects should prioritize openness, sharing results and deliverables broadly to encourage replication throughout relevant sectors.
With respect to funding, applicants for both research-type and technology-driven projects should generally apply for no more than HK$3 million. Exceptions may be considered if a project demonstrates extraordinary merit and clear environmental value to the city. Conference projects aimed at promoting environmental education and sustainability discourse can receive up to HK$500,000 or 70 percent of total costs, whichever is lower.
Stakeholder engagement is another important component of proposal development. For larger projects, applicants are encouraged to involve relevant sectors or end users early in the planning process, possibly including letters of interest or support. Continuous communication with these stakeholders helps ensure that project outcomes remain applicable and relevant throughout implementation.
Eligibility for the scheme extends to various local nonprofit entities, including educational institutions, community groups, professional associations, and environmental organizations. To demonstrate eligibility, applicants must submit supporting documentation specific to their legal status. Tax-exempt charities must provide a tax-exemption letter, registration certificate, and governing documents, whereas other nonprofit registrants must supply incorporation or registration proof and articles of association confirming their nonprofit status.
