The Italian Ministry of Foreign Affairs and International Cooperation, with technical support from the Italian Agency for Development Cooperation (AICS), has launched the 2025 Call for Proposals to directly fund “synergistic initiatives” aligned with the Global Fund’s work in eligible countries.

This funding mechanism falls under Italy’s broader commitment to the global fight against AIDS, tuberculosis, and malaria.

A specific Memorandum of Understanding between Italy and the Global Fund allows for up to 5% of Italy’s pledged contribution to be used for technical support spending. This means Italy can channel part of its contribution directly into innovative, complementary projects proposed and implemented by civil society organizations, public institutions, and universities. For the 2025 Call, a total of €3,100,564.76 has been allocated, which includes a small balance carried over from the previous year’s funding.

Italy has committed €185 million to the Global Fund for the 2023–2025 period. The 2025 instalment of this contribution amounts to €3.1 million, dedicated specifically to support synergistic efforts that align with the Global Fund’s 2023–2028 strategy. The primary aim is to reinforce initiatives that not only align with the Global Fund's mission but also address gaps through tailored, innovative interventions.

Projects should directly support the Global Fund’s core objectives, including the strengthening of integrated health systems, advancing the leadership of the most affected communities, and promoting equity, gender equality, and human rights in healthcare. These initiatives are intended to add value to existing Global Fund investments by creating more inclusive and resilient health responses at the community level.

Eligible applicants include Civil Society Organizations (CSOs) registered under Article 26 of Law 125/2014, public research institutions, and universities that meet all administrative, legal, and ethical requirements. This includes being up to date with tax and contribution obligations, compliant with employment laws, and clear of any legal or financial irregularities. Proposals will be evaluated based on their innovation, complementarity with Global Fund investments, and potential to generate lasting impact in target communities.

With this Call, Italy continues to demonstrate its commitment to a more flexible and participatory approach in global health financing. By supporting grassroots and institutional actors directly engaged in the fight against the world’s deadliest infectious diseases, the initiative aims to ensure no community is left behind in the path toward health equity and disease eradication.
