Call for EOIs: Implementation of Emergency Operation 2025–26 (Honduras)

The World Food Programme (WFP) is implementing a comprehensive emergency response initiative across the departments of Colón, Cortés, and Atlántida in Honduras.
This operation focuses on providing immediate relief and building long-term resilience in vulnerable communities affected by crises, particularly in the areas of food security, nutrition, protection, and livelihoods.
A key aspect of the operation involves the transparent registration and targeting of households. A total of 8,882 households have been accurately identified and registered following WFP protocols, with the process validated by local community committees. To ensure accuracy and inclusion, 9,771 households were initially surveyed, from which the final target group was determined. The beneficiary lists are fully disaggregated by department, municipality, community, gender, and ethnic or indigenous affiliation, ensuring equity and accountability.
Community involvement is central to the success of the programme. Local committees actively participate in the validation process, and their approvals are formally documented in signed minutes. In addition, WFP requires a detailed targeting report, reviewed and endorsed by both local stakeholders and the organization itself, to guide the intervention’s rollout.
To address immediate needs, cash assistance is delivered transparently to the targeted households. These transfers are traceable, ensuring integrity and effective delivery. Each distribution includes informative sessions for beneficiaries, covering vital topics such as protection, nutrition, and community feedback mechanisms (CFM), as well as measures to prevent sexual exploitation and abuse (PEAS).
WFP conducts regular field visits—at least twice monthly—to monitor progress and assess the quality of implementation. These visits provide valuable data for decision-making and contribute to continuous improvement in service delivery. All programme activities adhere to a protection-first approach, ensuring that affected populations are treated with dignity and care.
In addition to emergency support, the initiative also focuses on strengthening local capacities. Community actors are involved in rapid assessments on protection and gender issues, and receive training on self-protection and rapid rehabilitation strategies. This holistic approach not only addresses urgent food and nutrition needs but also fosters resilience and empowerment in the communities served.
The operation will culminate in a comprehensive final report that documents outcomes, challenges, and lessons learned. This systematization process will help refine future interventions and reinforce WFP’s commitment to effective, inclusive, and accountable humanitarian action in Honduras.
