The Third Wave of the Small Grants Competition under the Impulse Project invites civil society organizations from Ukraine’s most affected regions to participate in shaping the country’s recovery and development.

Orchestrated by the Revival Foundation in cooperation with the East Europe Foundation and supported by Norway (Norad) and Sweden (Sida), this initiative empowers local NGOs to champion sustainable, inclusive, and transparent strategies for rebuilding.

The Project aims to enhance the capacity of Ukrainian civil society organizations (CSOs) to set and achieve development goals that will contribute to the early restoration and reform of democratic governance in Ukraine. The activities aim to address the challenges faced by CSOs, including lack of resources, skills, engagement, visibility and networking. The Project will strengthen the capacity of civil society and improve its position to defend Ukraine as a sustainable and inclusive European democracy, helping it recover from the enormous damage caused by the Russian war.

The competition is open to registered civil society groups, charities, and public self-organization bodies from regions such as Dnipropetrovsk, Donetsk, Zaporizhia, Zhytomyr, Kyiv, Luhansk, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, and Chernihiv. Organizations registered in Kyiv can also apply, provided their projects benefit one of these target regions. Applicants must have been established for at least six months and can operate from relocated offices if necessary—but must demonstrate ongoing engagement with their original communities and have staff capable of participating in in-person development activities.

The optimal budget for one project is expected to range between 1,000,000 and 1,500,000 hryvnias, with a total duration of up to 12 months. Winning organizations will receive not only funding but also access to a comprehensive capacity-building program. This includes management, financial, and communications training; seminars on gender equality, environmental standards, sustainable development, and governance transparency; mentoring; placements with leading NGOs; and free courses through the “Zrozumilo!” online platform.

Grantees will also join regional support networks facilitating collaboration between communities, authorities, and resilience forums. This grant competition offers a powerful opportunity for grassroots organizations to contribute directly to Ukraine’s recovery, amplify principles of human rights, inclusivity, and environmental stewardship, and elevate their organizational capabilities for years to come.
