The United Nations Trust Facility Supporting Cooperation on Arms Regulation (UNSCAR) is inviting proposals for its 2025 call, providing a unique opportunity to strengthen global cooperation and action on small arms control.
The initiative aims to support projects that advance the implementation of the UN Programme of Action on small arms and light weapons, as well as the International Tracing Instrument. By offering financial support and fostering collaboration, UNSCAR seeks to help countries and organizations address challenges related to arms control and promote sustainable peace and security.
The call focuses on supporting practical, action-oriented initiatives that can enhance national, regional, and international cooperation in the management of small arms. It also prioritizes projects that encourage innovation, strengthen partnerships, and help Member States address their specific arms regulation needs. Submissions are expected to propose targeted and achievable activities that can generate measurable impact in preventing the illicit trade and misuse of small arms.
A wide range of organizations are eligible to apply. These include non-governmental organizations, research institutes, UN system partners, and regional organizations. Member States wishing to benefit from UNSCAR-funded projects are encouraged to work with one of these eligible entities to design a proposal. In such cases, the application can be submitted under the name of the eligible organization on behalf of the government or national small arms authority. To demonstrate national need, applicants are required to include relevant national reports such as those submitted under the Programme of Action. Importantly, organizations must be legally registered, hold nonprofit status, and have a bank account in their name to qualify for funding, as financial agent arrangements are not permitted.
UNSCAR encourages small-scale projects with meaningful outcomes, and funding is divided into two categories. The first category provides up to $100,000 per project for initiatives such as catalyzing national legislative processes, supporting government decision-making, conducting studies, undertaking IT development, or organizing workshops and public awareness campaigns. The second category provides up to $150,000 per project, focusing on operational activities including physical security and stockpile management, weapons marking, tracing, and destruction. This dual funding approach ensures support for both policy-level improvements and practical field operations that directly address small arms challenges.
The envisaged implementation period for all projects is one year or less, beginning in early 2026 or upon the signing of the funding agreement, and concluding in late 2026 or early 2027. UNSCAR funds will not cover activities conducted after the agreed implementation period. In cases where delays arise during implementation, recipients may request a no-cost extension at the time of submitting their first interim report, subject to UNSCAR’s approval.
Through this call for proposals, UNSCAR reaffirms its commitment to advancing arms regulation globally, bridging the gap between policy and practice, and empowering organizations and governments to implement targeted and sustainable solutions.
