The U.S. Department of State, Bureau of Political-Military Affairs, has announced the Notice of Funding Opportunity (NOFO) “Somalia Operational Mentorship and Sustainment Capacity Building” to strengthen the institutional capacity to support the Somali National Army–Danab Advanced Infantry Brigade with force management, force generation, sustainment, and integration.

The goal of this project is to advance ongoing mentorship for the Somali National Army–Danab by supporting the execution of mission command activities at the brigade level and below. The initiative is designed to facilitate the integration of Somali National Army Forces, enhance their operational capacity to counter al-Shabaab and other violent extremist organizations, and strengthen accountability and sustainment practices within both the Danab and the wider Somali National Army. The expected outcomes include effective force integration, improved operational capability, and stronger accountability and sustainment systems.

This opportunity supports operational mentorship and capacity building for SNA-Danab and select African Union Support and Stabilization Mission in Somalia troop partner nations to professionally execute mission mandates, plan and conduct joint operations, strengthen self-sustainment in operational planning, recruitment, and resupply, and improve small-unit technical and tactical skills. Activities will occur primarily in Mogadishu and federal member states in central and southern Somalia.

The solicitation type is Open Competition and the type of award is a Cooperative Agreement. The anticipated number of awards is 1, with a period of performance between 12 and 18 months. The total funding floor is $7,500,000 and the total funding ceiling is $10,000,000. Cost sharing is not required.

Eligible applicants include U.S.-based non-profit/non-governmental organizations with or without 501(c)(3) status, foreign-based non-profit organizations/non-government organizations, Public International Organizations, Foreign Public Organizations, and U.S. for-profit organizations or businesses, consistent with the NOFO’s eligibility section. Applications may be submitted by a single organization or by a consortium with one lead applicant and designated sub-awardees as applicable under the NOFO.

Applications must follow the content and form requirements set out in the NOFO, including English-language submission, page limits per section, and standard federal forms. Proposals should include a cover page/executive summary, a proposal narrative addressing the problem statement, project methods and design, program goal and objectives, outcomes, activities, risk analysis, future funding or sustainability, and project partners, as well as detailed budget documents, a monitoring and evaluation narrative and plan/tracker, key personnel, a timeline, a security plan, a contingency plan, and other attachments if applicable. SAM.gov registration and a Unique Entity Identifier are required prior to submission in the designated systems.
