The Nordic Environment and Economy Programme 2025–2027 is inviting applications for project support that align with the programme’s focus areas, priorities for 2025, and the objectives of the Nordic Council of Ministers’ cooperation programme for environment and climate 2025–2030.

The programme is cross-sectoral in nature and will implement initiatives that can support general societal and system-changing analyses, methods, and policy recommendations, with a particular focus on economic regulations and the societal challenges and opportunities of a sustainable, transformative transition of the Nordic societies. The effort will include analyses, mapping, and recommendations to reduce the consumption and production-based footprints of the Nordic countries. It will also promote methods to measure and report welfare beyond GDP, potentially by strengthening or collaborating with a Nordic network for welfare economy.

In 2025, priority will be given to projects that map and analyze the distributional effects of environmental policy instruments, examine the relationship between environmental impacts and the polluter pays principle, assess the burden and costs borne by households and consumers due to current and future instruments, and analyze public perception of fairness and justice in environmental policy. Broad legitimacy, transparency, and guiding frameworks are emphasized as essential for a sustainable and widely accepted transition policy.

Eligible applicants include municipal, regional, or national authorities, universities, research institutes, and other non-profit organizations. Projects must benefit the Nordic region and should include participation from at least three Nordic countries (including the Faroe Islands, Greenland, or Åland). Other countries may participate if the Nordic added value is clear.

The financial framework for this open call ranges from 300,000 DKK to 700,000 DKK per project, with a project duration of up to two years. Decisions are expected in October 2025, and the first disbursements are planned for November 2025.

The deadline for applications is 16 September 2025, 15:00 CET. Applications must be submitted using the official application form and budget template provided by the Nordic Council of Ministers.
