The United Nations High Commissioner for Refugees is inviting organizations to submit Expressions of Interest for a comprehensive protection and education project targeting refugees in northern Uganda.

This initiative focuses on three key areas: Gender-Based Violence (GBV), Child Protection, and Community-Based Protection, aiming to enhance the safety and well-being of refugees and host communities.

The GBV component seeks to foster positive social norms and behaviors that promote gender equality and prevent violence. Activities include implementing prevention and response initiatives such as case management, community awareness campaigns, and improving access to safety and justice. The program emphasizes addressing the root causes of GBV, engaging both men and boys alongside women and girls to dismantle unequal power relations, and integrating risk mitigation measures across all operations.

In the area of Child Protection, the project aims to ensure that refugee children are protected from violence, abuse, and neglect. This involves providing individual support for at-risk children, facilitating family tracing and reunification services, and offering alternative care for unaccompanied or separated children. Additionally, the program focuses on engaging children in activities that develop their skills and capacities, promoting their participation in the design and delivery of protection and assistance measures.

The Community-Based Protection aspect emphasizes enhancing refugee and host community participation in decision-making processes. This includes strengthening the Refugee Engagement Forum, training Refugee-Led Organizations to access sustainable funding, and implementing community-led initiatives that promote social cohesion and peaceful coexistence. The program also aims to strengthen efforts to prevent sexual exploitation and abuse by training humanitarian aid workers, increasing awareness on how to report abuse or misconduct, and enhancing information dissemination to ensure access to victim-/survivor-centered assistance.

Organizations interested in participating are invited to apply to one, two, or all three focus areas. A question-and-answer information session will be held on Wednesday, 20 August 2025, to clarify pertinent information regarding this Call for Expression of Interest. Prospective partners must be fully registered in Uganda according to Ugandan National law with the National Government NGO Board.

This initiative presents an opportunity for organizations to contribute to the protection and empowerment of refugees in Uganda, aligning with UNHCR's mission to ensure the rights and well-being of displaced populations.
