The United Nations Interregional Crime and Justice Research Institute (UNICRI), in collaboration with the United Nations Office on Drugs and Crime, is inviting proposals to strengthen resilience against crime and terrorism across Africa.

This initiative is part of a broader effort to confront the growing convergence of terrorism and organized crime, which has been undermining peace, security, and development throughout the region.

This call for proposals takes into consideration the importance of harnessing all available resources towards the implementation of activities that meet the programme’s core objectives. These objectives include raising awareness about the risks and consequences of illicit activities linked to terrorism, strengthening resilience to resist involvement in informal economies and trafficking networks, and empowering local stakeholders to take proactive roles in preventing illicit activities and promoting sustainable alternatives.

The thematic focus of this call prioritizes community dialogue and resilience, inclusive and sustainable alternatives in vulnerable communities, conflict prevention and mediation, and the prevention of violent extremism. The funding is targeted at not-for-profit organisations implementing projects that directly serve communities in Côte d’Ivoire, Benin, and Nigeria, particularly those that include youth and women in their scope.

Eligible projects should address local vulnerabilities related to informal economies and illicit trafficking linked to terrorism. Proposals should aim to implement community-driven solutions that foster resilience and promote sustainable alternatives that deter involvement in illicit activities. Engaging stakeholders such as youth, women, local leaders, and community-based organisations in these prevention efforts is considered essential to the programme’s success.

Projects that demonstrate feasibility and measurable impact, with clear objectives and realistic outcomes, will be prioritised. Strengthening local networks to foster collaboration among communities, security actors, and policymakers is also a critical element. Proposals that include community awareness campaigns, economic empowerment programmes, capacity-building activities, and dialogue-driven collaboration efforts are especially encouraged.

Proposals with budgets up to 20,000 USD will be considered for award. This funding offers a significant opportunity for organisations working in high-risk communities to deliver grassroots solutions that counteract criminal and terrorist influences. With a focus on sustainability, inclusivity, and resilience, this initiative aims to build safer, stronger communities through locally led and supported actions.

To be eligible for funding, applicants must be a non-profit organisation such as a civil society organisation, non-governmental organisation, or community-based organisation legally registered under the relevant laws of the country where the proposed project will be implemented. They must have been registered for at least three years and be directly responsible for the preparation and management of the project, not acting as an intermediary. Applicants must also demonstrate a minimum of three years of experience implementing initiatives in community dialogue and resilience, promotion of inclusive and sustainable alternatives, conflict prevention and mediation, or prevention of violent extremism in the targeted countries. Additionally, all applicants are required to have a bank account in the name of the organisation.
