Call for Partners: Implementation of WFP’s In-Kind, Cash-Based Transfer, and Nutrition Assistance (Palestine)

The World Food Programme (WFP) is seeking cooperating partners to support the implementation of its In-Kind assistance, Cash-Based Transfer (CBT) assistance, and Nutrition Assistance in the West Bank for a 12-month period starting November 1, 2025.
The focus areas of this opportunity include food security, cash assistance, food assistance, malnutrition prevention and treatment, and nutrition in emergencies.
WFP’s CBT activities, in partnership with the Ministry of Social Development, provide top-up food assistance through electronic vouchers to around 195,000 people living below the national poverty line, including persons with disabilities and the elderly. The programme engages a network of contracted shops and expands during emergencies to ensure beneficiary access. In-kind assistance involves managing receipt, storage, handling, and distribution of food commodities, ensuring quality preservation, accurate record-keeping, and beneficiary awareness. The nutrition strategy focuses on improving maternal and child nutrition in the first 1,000 days of life, promoting healthy diets, and preventing acute malnutrition in vulnerable groups, including pregnant and breastfeeding women and children aged 6–59 months, with a readiness to deliver emergency food assistance if conditions worsen.
Potential partners are expected to deliver large-scale assistance projects in line with humanitarian principles, improve food access for internally displaced persons, and support both regular and emergency programming in the West Bank’s most vulnerable areas. The selection process will place 70% weight on the technical proposal and 30% on cost-effectiveness.
