Support to Registration in Cox’s Bazar and Bhasan Char (Bangladesh)

The United Nations High Commissioner for Refugees (UNHCR) has launched a Call for Expression of Interest to identify a partner to support registration and identity management services for refugees and asylum-seekers in Cox’s Bazar and Bhasan Char.

Historically, Bangladesh has welcomed refugees and asylum-seekers, providing them assistance and security with the support of UNHCR. Together with the Government of Bangladesh, UNHCR conducts registration using PRIMES tools such as proGres, BIMS, and GDT to capture, store, and manage biographic and biometric data, as well as map and track assistance. Currently, over 1.14 million refugees live in 33 camps in Cox’s Bazar and on Bhasan Char, with the number expected to reach 1.2 million by the end of 2025. Registration not only provides documentation but also supports family reunification and identifies individuals with specific protection needs.
The selected partner will provide logistical and centre management services, including document translation, scanning, cleaning, sanitation, logistics handling, and generator maintenance, across registration sites and transit centres. They will also support registration through data entry, outreach activities, appointment scheduling, home visits, and shelter identification. The role includes safeguarding registration materials, managing procurement for project implementation, and ensuring adherence to UNHCR’s protection standards, age, gender, and diversity principles, as well as environmental and climate action considerations.
By 2029, the project aims to ensure that forcibly displaced people live safe and dignified lives with equitable access to registration, documentation, and protection services. Continuous registration practices will maintain accurate and updated biographic and biometric data, strengthening identities and supporting protection-sensitive entry and admission processes.
