Project Background

• To respond to the challenges of effectively protecting children and adolescents against all forms of violence, stakeholders in the child protection system against violence began a process of formulating solutions to improve the functioning and capacities of the system in mid-2022. This process concluded with the launch of the "Strategic Framework for Strengthening the National System for the Protection of Children and Adolescents against Violence" in December 2023, and a high-level strategic meeting for the implementation of the aforementioned framework in November 2024. The development of this instrument culminated in a joint technical work process between CONANI, Plan International, and UNICEF, which also involved the development of intersectoral consultations and highly enriching validation sessions. These measures allowed this strategy to be provided with the necessary political legitimacy, as well as the commitment of key stakeholders to the implementation of the planned actions. CONANI is responsible for the overall coordination of the implementation of the guidelines for strengthening the national protection system against violence. The strategic framework proposes indicators to guide the formulation of strategic interventions aimed at improving the structural conditions within the system for the protection of children and adolescents against violence, for the best deployment of operational actions for the prevention of and response to violence against children and adolescents, through an emphasis on the importance of coordination and the contributions of all stakeholders. For the implementation of this project, the following sectors have been prioritized: MINERD, INAIPI, MISPAS, SNS, Ministry of Women, and Supérate.

Expected Results

• Outcome 1
  • An operational mechanism has been established under the coordination of CONANI, facilitating the multisectoral implementation of the actions defined in the "Strategic Framework for Strengthening the National System for the Protection of Children and Adolescents against Violence" with a systemic approach, during the period September 2025–February 2026.
    • Main activities:
      • Prepare, validate with CONANI, and publish the terms of reference, as well as hire the team responsible for coordinating and implementing the strategic framework document's work plan.
        • This contract must include the operational transition of the team to CONANI starting in March 2026, in accordance with the criteria established by the Ministry of Public Administration (MAP).
      • Prepare the coordination and implementation team's work plan for the period September 2025–February 2026.
    • Deliverables:
      • Output 1: Copy of the contracts for the work team for coordinating the implementation of the strategic framework work plan, duly signed.
      • Output 2: Updated strategic framework work plan for the period September 2025–February 2026, approved by CONANI.
• Outcome 2
  • The strategic framework for strengthening the protection system against violence includes operational plans coordinated with the prioritized sectors and a common monitoring and evaluation framework.
    • Main activities:
      • Prepare operational plans with the prioritized sectors for the coordination and implementation of the actions prioritized in the strategic framework document.
      • Prepare the monitoring and evaluation framework for the strategic framework document, which will serve as a reference model for the continuity of the strategic framework's actions.
      • Prepare a report on the process, including lessons learned and recommendations for improvement.
    • Deliverables:
      • Output 3: Six (6) operational plans for the prioritized sectors for the coordination and implementation of the actions in the 2025–2026 strategic framework document.
      • Output 4: Monitoring and evaluation framework document for the strategic framework, approved by CONANI.
      • Output 4: Final report document, including challenges and recommendations for the process.
