The European Commission (EC) has launched a call for proposals to support Civil Society Organisations in the field of Digital rights and civic space, and Transitional justice and democratic culture.
Objectives
- The global objective of this call for proposals is to promote and protect human rights, the rule of law, and democratic governance in Albania, while supporting the country’s EU integration process through stronger Civil Society engagement.
- The specific objectives are to:
- Empower individuals to fully enjoy all human rights—civil, political, economic, social, and cultural;
- Strengthen the enabling environment and operational capacity of CSOs and grassroots actors to monitor reforms and participate effectively in Albania’s EU accession process.
Priorities
- The priorities of this call for proposals are:
- Lot 1 – Digital rights and civic space
- Support to human rights defenders and Civil Society Organisations protecting digital rights and civic space in Albania, focusing on online freedom of expression, data protection, cybersecurity and media freedom.
- This includes countering digital and AI-related risks, promote legal reforms, and build awareness and institutional capacity for rights-based digital governance.
- Lot 2 – Transitional justice and democratic culture
- Support to CSOs addressing transitional justice and reconciliation in relation to Albania’s authoritarian past, focusing on institutional accountability and fostering public trust through rights-based reforms aligned with EU values. This includes truth-telling, intergenerational dialogue, civic education, access to justice, and local democratic governance through artistic expression, investigative journalism, and participatory monitoring.
- Lot 1 – Digital rights and civic space
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 1.330.000.
- Indicative allocation of funds by Lot:
- Lot 1 - Digital rights and civic space - EUR 800.000
- Lot 2 - Transitional justice and democratic culture - EUR 530.000
- Size of grants
- Any grant requested under Lot 1 must fall between the following minimum and maximum amounts:
- minimum amount: EUR 260.000
- maximum amount: EUR 400.000
- Any grant requested under Lot 2 must fall between the following minimum and maximum amounts:
- minimum amount: EUR 165.000
- maximum amount: EUR 265.000
- Any grant requested under Lot 1 must fall between the following minimum and maximum amounts:
Duration
- The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: Civil Society Organisation, including non-governmental organisation, and
- be effectively established in Albania or in a Member State of the European Union, or in any eligible country, as stipulated in the basic act NDICI-GE9.
