The World Food Programme (WFP) is requesting proposals for the General Food Assistance Programme (Bhasan Char) to support the country efforts in improving nutrition and food security of the Rohingya Refugees.
Objectives
- WFP implements the general food assistance programme under Strategic Outcome one with four objectives:
- All Rohingya refugees will receive a value voucher to meet a minimum of 2,100 kCal per person per day
- Refugees will have freedom of choice to select their preferred food commodities
- Refugees will have access to food during all emergency situations
- A Rohingya population will have access to fresh vegetables, poultry, and fish

Strategic Outcomes
- Strategic outcome 1: Populations affected by crisis in Bangladesh are able to meet basic food, nutrition and other essential needs during and after the crisis.
- Strategic outcome 2: The nutrition needs of women, children and vulnerable groups in Bangladesh are met through national institutions that have enhanced capacities to design and implement gender- and nutrition-sensitive social safety net programmes by 2026.
- Strategic outcome 3: Vulnerable communities in Bangladesh are more resilient to shocks and natural disasters through enhanced national disaster management capacity, and flexible, nutrition- and gender-sensitive social safety net programmes by 2026.
- Strategic outcome 4: Vulnerable crisis-affected populations in Bangladesh benefit from enhanced coordination and improved common services during and after crises.
Eligibility Criteria
- NGO/INGO must be registered in the NGO Affairs Bureau and must be authorized to work at the camps including Bhasan Char and Cox’s Bazar camps.
- Have a proven track record of working experience in all aspects related to the management of food security, cash interventions, market linkage, and value chain, preferably with WFP and other UN agencies.
- Have a proven track record of working in the targeted geographical area (Bhasan Char) of implementation of the activities to be implemented under this program.
- The CP must provide a verifiable mandate of specialization, staffing levels and adequate level of experience including active grassroots participation, information systems and documentation, absorption capacity, technical knowledge, and geographical presence.
