The United Nations High Commissioner for Refugees is seeking applications to strengthen refugee-led organizations (RLOs) and building sustainable community leadership.

Through this Call for Expression of Interest, UNHCR seeks a capable partner organization to conduct comprehensive mapping of the RLOs in Armenia, identify their capacity building needs and based on the capacity building needs assessment exercise develop and implement capacity building activities, supporting RLOs’ organizational development, advocacy and fundraising efforts, and leadership in community-led protection initiatives.

The proposed partnership aims to conduct comprehensive mapping of Refugee Led Organization in Armenia, assess their capacity building needs and empower RLOs as key actors in community-based protection by enhancing their leadership, organizational capacities, and active participation in humanitarian coordination and decision-making and intervention processes. Through this collaboration, UNHCR seeks to strengthen the role of refugee communities in shaping and delivering protection responses, foster sustainable community initiatives, and promote greater participation, inclusion and social cohesion.

Expected Results
  • The expected results of this partnership include:
    • Comprehensive mapping of RLOs in Armenia:
      • Comprehensive mapping and analysis of existing and emerging RLOs enable targeted support and ensure inclusive representation across geographic areas and thematic priorities.
      • Assessment of RLOs’ linkages with refugee communities helps ensure their legitimacy, responsiveness, and accountability, and informs tailored capacity strengthening efforts.
    • Identify capacity building needs of the RLOs:
      • RLOs capacity building needs are identified and detailed capacity building plan is developed.
    • Implement capacity building activities, based on identified needs, that will also lead to: Strengthened organizational, leadership and resource-mobilisation capacities of RLOs
      • RLOs have improved internal governance structures, strategic plans, and operational procedures.
      • RLOs have developed and implemented effective fundraising and resource
      • mobilization strategies, cultivating diverse donor relationships and enhancing their capacities to design, pitch and manage grant proposals.
      • RLOs demonstrate enhanced skills in project management, fundraising, advocacy, communication, and community mobilization. Enhanced participation of RLOs in coordination and decision-making platforms
      • RLO representatives are actively engaged in local-level coordination and response mechanisms and national-level dialogues with state, humanitarian and other actors.
      • Refugee voices are reflected in planning, implementation, and evaluation of protection and assistance activities. Increased number of community-led protection initiatives implemented by RLOs
      • RLOs are supported to successfully design and implement small-scale protection projects that respond to identified community needs and UNHCR strategic directions.
      • Refugee communities have improved access to services and greater sense of ownership in local solutions. Improved inclusion of vulnerable and underrepresented refugee groups
      • Participation of women, youth, elderly, persons with disabilities, LGBTIQ and other marginalized groups in RLO activities and their engagement in leadership is increased.
      • RLOs apply an Age, Gender and Diversity (AGD)-sensitive approach in their programming. Stronger social cohesion and awareness of refugee rights in host communities
      • Joint activities between refugee and host communities, contribute to mutual understanding, building complementarities, and mitigate possible tensions. Established monitoring and feedback mechanisms within RLO-led projects
      • RLOs systematically collect and respond to community feedback and complaints, using the data to strengthen the quality, relevance, and accountability of their interventions.
      • Lessons learned and good practices are documented and shared with communities and stakeholders to inform ongoing and future programming. To ensure the adequate protection of forcibly displaced and stateless persons, UNHCR requires partners to adhere to applicable sector standards outlined within UNHCR’s areas of specialization, as well as UNHCR partnership agreement terms.
