The United Nations Development Programme is requesting applications to Promote Women's Development and Meaningful Participation in Political Processes in the Uva Province

The "Promoting Participation Pathways for Human Development" project initiative, UNDP aims to hire an organization that could effectively promote women's leadership in advocacy, meaningful participation in political, economic, and social spheres, particularly by creating structured opportunities for dialogue between women leaders, women parliamentarians, local government councilors, and civil society.

The selected Service Providers will design and deliver a structured programmes targeted at tailored capacity-building support for women groups, forums or grassroots networks and facilitate collaboration to advance meaningful participation of women in political, economic and social spheres in the Uva province.

Objective
  • The objective of this assignment is to support an organization to strengthen women’s political participation at the provincial level by organizing dialogues, networking and mentorship spaces between grassroots women leaders, the Women Parliamentarians’ Caucus, and local government women councilors AND to enhance the leadership and participation capacities of women in political, economic and social decision making processes, fostering inclusive provincial discussions and amplifying women’s voices in them, in the Uva Province.
Scope
  • Design and organize provincial dialogues
  • Develop and deliver a minimum of 10 half-day discussion programs and dialogues with at least 20 participants per session representing the Uva province.
  • These discussions should create space for dialogue on political, economic and social participation, strengthen leadership and capacity of women to participate in executing provincial plan on women, peace and security, provincial decision-making processes to address common barriers to women’s meaningful participation, and explore joint strategies for enhancing women’s roles in political, economic and social decision-making processes.
  • Strengthen the Capacity of Women-Led Organizations
  • Conduct a stakeholder mapping of grassroots women leaders, Women Parliamentarians’ Caucus, local government women councilors, and women-led organizations
  • Provide tailored training, mentoring, and institutional support to at least 02 grassroot women-led networks or organizations, in the Uva province equipping them with enhanced leadership, advocacy, and political engagement skills.
  • This should include organizational development, strategic planning, stakeholder engagement, and tools to support women’s political initiatives at the provincial level.
  • Support to develop a capacity building work plan and monitor the progress of capacity building activities conducted for selected grassroot organizations and develop tools and methodologies for   participation tracking and ethical considerations
Duration
  • The envisaged time frame of the partnership is from August 2025 to June 2026.
Eligibility Criteria
  • A vendor who will be engaged by UNDP may not be suspended, debarred, or otherwise identified as ineligible by any UN Organization or the World Bank Group or any other international Organization. Vendors are therefore required to disclose to UNDP whether they are subject to any sanction or temporary suspension imposed by these organizations. Failure to do so may result in termination of any contract or PO subsequently issued to the vendor by UNDP.
  • It is the Bidder’s responsibility to ensure that its employees, joint venture members, sub-contractors, service providers, suppliers and/or their employees meet the eligibility requirements as established by UNDP. Proposers must have the legal capacity to enter a binding contract with UNDP and to deliver in the country, or through an authorized representative.
