Applications are now open for OVC Sexual Assault Nurse Examiner (SANE) Program to ensure the field of forensic nursing remains responsive to the needs of survivors of sexual assault.

Under this NOFO, OVC will support updates to the OVC SANE Program Development and Operation Guide. The Guide serves as a comprehensive resource for developing, expanding, or improving SANE programs to help communities enhance the quality and scope of services provided to victims.

The Guide provides a structured approach for setting up a forensic nursing program dedicated to providing care to survivors of sexual assault. Significant advances in forensic nursing practice, as well as changes in national standards and evolving protocols, necessitate an update of the Guide to ensure it remains an effective and relevant tool for SANE programs across the country.

Goals and Objectives
  • Goal 1: The goal of this program is to update the SANE Program Development and Operation Guide to serve as an updated, comprehensive resource that will help establish, expand, and refine SANE programs across the country.
    • Objective 1: Consult with experts in forensic nursing, legal services, victim advocacy, law enforcement, public health, and community-based organizations to provide strategic guidance throughout the project.
    • Objective 2: Identify and incorporate the latest evidence-based practices, technological innovations, and advancements in forensic nursing techniques.
    • Objective 3: Revise the Guide to incorporate—
      • current national standards in forensic nursing, legal frameworks, and victim services.
      • updated protocols that align with trauma-informed approaches.
      • updated multidisciplinary collaboration guidelines.
      • detailed protocols for providing post-exam support and follow-up services.
      • practical strategies for expanding SANE programs, best practices for sustainability, and guidelines for staffing and training.
      • clear and simple tools, checklists, and templates to make the Guide easy to use and implement.
    • Objective 4: Disseminate content of the updated Guide to practitioners through various mechanisms (e.g., webinars, video demonstrations, case studies).
Funding Priorities 
  • In order to advance public safety and help meet its mission, OJP will provide priority consideration to applicants that propose projects designed to advance the goals. Applicants seeking priority consideration should specify in the proposal narrative which of the following goal(s) the project is intended to advance and how it will do so:
    • Directly supporting law enforcement operations (including immigration law enforcement operations);
    • Combatting violent crime;
    • Supporting services to American citizens;
    • Protecting American children; and
    • Supporting American victims of trafficking and sexual assault.
