The United Nations International Children's Emergency Fund (UNICEF) has launched a call for proposals for the Selection of a Technical Umbrella NGO for the Provision of Technical Support, Capacity Building, Ongoing Coaching, Coordination, and Monitoring for Selected Community Development Associations (CDAs) in 12 Targeted Villages.

ICEF seeks to select a qualified NGO to play a pivotal role in strengthening local implementation capacity and ensuring the effective delivery of child protection services. The selected NGO will be responsible for enhancing the ability of CDAs to design, implement, monitor, and coordinate child protection interventions that address the needs of children, adolescents, and families at risk or affected by irregular migration, smuggling, and trafficking. The assignment aims to ensure that CDAs are equipped with the institutional, operational, and technical capacities required to deliver inclusive, gender-responsive, and sustainable child protection services at the community level.

Key Responsibilities
  • Key responsibilities of the Umbrella NGO will include (not limited):
    • Supporting CDAs in the design of their project proposals, including activity planning, staffing structures, and budget ensuring alignment with the overall project’s goals, outcomes, and priority interventions.
    • Strengthening the institutional and operational capacities of the CDAs within the project cycle to enable the effective implementation of child protection interventions at the community level.
    • Providing ongoing coaching and technical support to CDAs, particularly in areas such as child protection, case management, referral systems, and safeguarding.
    • Facilitating coordination between CDAs, local authorities, and service providers to promote an integrated, multisectoral approach to child protection.
    • Conducting technical and financial monitoring and evaluation of CDA activities to ensure effectiveness, quality, accountability, and adaptive learning.
    • Delivering technical mentorship to CDAs throughout the entire project lifecycle.
    • Preparing and submitting regular technical progress reports to UNICEF on project implementation, capturing achievements, challenges, lessons learned, and recommendations.

Expected Results
  • The selected Technical Umbrella NGO will adopt a phased, participatory, and capacity-strengthening approach to effectively support 6–8 Community Development Associations (CDAs) across 12 targeted villages in six governorates. The methodology will ensure that CDAs are empowered to deliver high-quality, inclusive, and sustainable child protection services aligned with the objectives of Nagah project.
  • The methodology will be structured as follows:
    • Inception Phase 
      • Conduct a joint inception workshop with UNICEF, CDAs, and relevant stakeholders to clarify project objectives, roles, responsibilities, timelines, and expected outcomes.
      • Carry out a baseline capacity needs assessment for each CDA, covering areas such as governance, financial systems, program design, child protection knowledge, case management, and community engagement.
    • Capacity Building and Technical Support
      • Design and deliver a customized training package for CDAs, informed by the needs assessment, focusing on: o Child protection principles and case management o Referral systems and safeguarding o Implementation of project activities
      • Advocacy and community mobilization o Monitoring, evaluation, and reporting
      • Provide on-the-job coaching and mentoring, including regular field visits and technical check-ins.
      • Conduct daily follow-up and field-based monitoring to support implementation, troubleshoot challenges, and ensure quality assurance.
    • Support for Project Design and Implementation
      • Assist CDAs in developing detailed activity plans, budgets, and staffing structures aligned with the project’s goals, outcomes, and indicators.
      • Support the design and rollout of results-based micro-projects, ensuring community participation and adherence to a child rights-based approach.
      • Review and provide technical feedback on all CDA-developed materials, tools, and plans to ensure relevance and quality.
      • Coordination and Stakeholder Engagement
      • Facilitate regular coordination meetings between CDAs, local authorities, and service providers to promote collaboration, improve service integration, and strengthen referral pathways.
      • Support the establishment or enhancement of a project technical committee and community-based protection mechanisms, ensuring the inclusion and representation of vulnerable and marginalized groups.
    • Monitoring, Evaluation, and Learning (MEL)
      • Develop and roll out practical monitoring tools and indicators to track the performance and outcomes of CDA-led activities.
      • Conduct joint monitoring visits with UNICEF and relevant stakeholders to assess implementation quality and provide real-time feedback.
      • Capture and disseminate lessons learned, success stories, and best practices through learning briefs, reflection sessions, and technical reports.
    • Reporting and Documentation
      • Submit monthly and quarterly technical progress reports to UNICEF, including:
        • Updates on implementation progress
        • Capacity-building achievements
        • Monitoring results and observations
        • Identified challenges and mitigation strategies
        • Recommendations for adaptive management
        • Contributes to the preparation of donor reports and final project documentation, ensuring timely and accurate reporting of results and impact.
