To build a local level circular, green and inclusive model of economic growth based on judicious use of resources and a life cycle approach, the Angul District Administration in partnership with the United Nations Environment Programme (UNEP) and the United Nations Office for Project Services (UNOPS) aims to develop and implement, a first of its kind district level road map on circular and inclusive green economy.

Scope of the grant/funding
  • To conduct a situation analysis to identify the scope of integrating circular economy approaches in the priority sectors.
  • To undertake a circularity gap assessment of the district, prepare a circularity gap report, and reaffirm the priority sectors.
  • To develop a circularity action plan for the district’s priority sectors and establish appropriate circularity monitoring frameworks.
  • To identify and suggest pilots, and implement two pilots
    • Fly Ash Utilization for Wasteland Reclamation
    • Fly Ash Utilization for Paving Blocks from Fly Ash and Steel Slag Combination—in the priority sectors, providing support to the PMU for field implementation.
  • To develop Subject Matter Experts related to the priority sectors within the PMU to support ongoing activities.
  • To suggest plans for a resource centre and circular market hub by establishing a Centre of Excellence (CoE) on circularity.
  • To develop a project website (including content and design).
  • To provide technical and knowledge support for one international conference and three-four subnational/district/state-level conferences (including identifying experts, proceedings, presentations, knowledge papers/fact sheets, and other similar technical support).
  • To undertake outreach and communication activities, including developing a strategy for training and capacity building on CE for relevant stakeholders, and conducting training workshops, including Training of Trainers sessions
Duration
  • The expected duration of the grant/funding is 11 months.
Eligible Activities
  • Methodology for conducting the situation analysis, and circularity gap assessment for Angul District.
  • Situation analysis of the following sectors (Water, Plastic, Electronics, Textiles, Aluminium, Steel & Infrastructure) and identify gaps and assess opportunities for mainstreaming circularity across priority sectors, re-prioritising sectors as relevant to the district of Angul.
  • Stakeholder interviews (3 interviews in each priority sector, totalling to maximum of 21, through a structured questionnaire).
  • Stakeholder workshops (2 half-day workshops one each for industries and government bodies and institutions) covering priority sectors.
  • Based on the above, develop strategic road map & action plan (short, medium, long term) for integrating CE measures in programme priority areas.
  • In parallel suggest a list of immediate projects which can be implemented by the district on the ground, in a short term.
